		<description>When we use tests, we are looking for a definitive and objective way of making a judgment.  Unfortunately, every decision has a subjective dimension.  The terms &quot;standards&quot; and &quot;criteria&quot; give the sense of fairness and objectivity, however there is quite a bit of subjective judgment when the &quot;standards&quot; and &quot;criteria&quot; are determined.

The Supreme Court ruled on the process and not on the test.

I remember that in the military, for promotion everyone had to take a test to be selection board eligible.  If you didn&#039;t pass the test with a certain grade, you would not be looked at for promotion.  If you were selection board eligible, then your record, training, accomplishments and entire record weighted and scored then reviewed by a board.  The top personnel were selected for promotion.  In the Connecticut case, it appears that the test alone determined the promotions.

When I was a teacher and then early in HR, there was (and in some places there still is) an emphasis on written tests and scores.  It gives the false impression of objectivity.  Many companies and school systems have gone to performanace based systems where the written tests only comprise part of the evaluation.  The problem is that these performanace based systems require more work on the part of administrators.  It&#039;s is a lot easier to give a written test and then promote those with the top scores regardless of what the test measures.</description>

		<description>I get the impression that Frankkinney is from California.  I too am from California and we&#039;re all starting to ramble like that!  We have to put up with the likes of Feinstein and Boxer and the idiot judges that overturned our vote to stop catering to illegal aliens and paying for all of their needs.  (Yes, I call them ILLEGAL ALIENS because that&#039;s what they are!)  I can&#039;t blame him for being bitter and writing like a frustrated, crazed person because we in California are sick and tired of being beaten down by the minorities.  It never was hate before but since they started shoving it down our throats, it has become overwhelming.  AND THERE&#039;S NOTHING WE CAN DO ABOUT IT!</description>

		<description>Take a breath Frakkinney, your points are strong but your delivery is confusing.  Anytime we decide one group should get special treatment over another, it&#039;s wrong.  Everyone needs to start accepting success or failure based on their individual performance and deal with it.  Until we can get past the wrongs of our fathers and learn to forgive we will be destined to commit the same mistakes again and again.</description>

		<description>I agree somewhat with Frankkinney, I don&#039;t like that people feel they should be promoted over someone else just because of their race. However, I have to wonder if you would have passed a written compentency test. I agree when the previous writer said that you are rambling. I think that you would be more effective in making your point if it were written in clear and concise sentences. By the way, the speech says, &quot;I have a dream that my four little children will one day live in a nation where they will not be judged by the color of their skin but by the content of their character.&quot; There is certainly a difference between judging by the character and the CONTENT of the character. I would hope that one day this would be in effect, but alas, it is not so.</description>
