		<description>I agree the test should not have been tossed.  A dyslexic employee studied and passed the test that all had a syllabus for, so all could study the same things.  Many studied hard for this test, which was written by an independant company adhering to federal discrimination laws.  We do not know what comprised the test.  We also do not know on what criteria the department did use for the promotions.  If race cannot be used against people for promotions, it also should not be used for promotions.  40 years ago, I agreed with quotas - 20 years ago, I agreed with quotas, but after all these years, people should have been able to compete on a fairly even basis instead of feeling that they are entitled to favorable treatment because of race or any other reason.  If there are criteria for promotions and all know what that criteria are, then that is fair as long as the criteria is not biased.</description>
