Let your employees know about this tax-cut timebomb

Some employees may be shocked April of next year when they’re stuck with a big tax bill – because of the stimulus package that, ironically, was designed to add money to their paychecks. But an alert from you and your Payroll dept. can help workers avoid the problem.
Here’s why: President Obama’s “Making Work Pay” tax credit, a part of the recent stimulus package, is the lesser of:
1. 6.2% of an employee’s earned income, or
2. $400 ($800 for married taxpayers filing jointly).
While the credit won’t significantly alter most employees’ 2009 tax status, married employees filing joint tax returns and those working multiple jobs may not be so lucky.
Here’s why: The credit phases out for a married couple filing a joint return whose modified adjusted gross income (AGI) is between $150,000 and $190,000, and for other workers whose modified AGI is between $75,000 and $95,000. That means that by the end of the year, these employees could be significantly underwithheld compared with what they owe Uncle Sam.
Of course, Payroll’s not responsible for tracking employees’ personal tax circumstances – but it can’t hurt to make available to everyone:
- An explanation (e.g., e-mail, paycheck stuffer, etc.) of how they could end up underwithheld for 2009 and 2010.
- Copies of IRS Publication 919, How Do I Adjust My Withholding? A worksheet on page 22 will help employees calculate the credit amount.
- New Forms W-4. That way, if receiving this credit puts workers into a higher tax bracket, they can adjust their withholding.

I would advise against notifying your employees about this issue by using this exact wording– it is far far too political for use by Human Resources or Management.

He did promise to raise our taxes and somebody out there voted for him(looks like maybe 4-5 times in some areas) ….so you got what you wanted.
Make sure your employees get this info.
Then again, Barney Frank is promising to step in and establish what we all get paid anyway.
What more could we ask for – is this easy or what!

Definitely news to share with staff to avoid them bombarding my office when they are filing their returns. But I am willing to pay the price later if it will help me and the economy out of the rut we are in now. Someone had to do something and no one else offered the resolution (besides whining).

I am a bookkeeper with multiple clients. I have put a payroll memo in everyone’s paychecks about how to calculate their withholding by looking at their 2008 income taxes due – with a W-4 copied on the back of it. Almost everyone has been thrilled to have some info on this – no one understands how this will work. I did not find this article to be “too political” at all. It simply states the facts.

I read on the IRs website that any employee old enough for social security will not be eligible for the new tax rate. They will receive a non taxable $250.00 each sometime in June. I draw SS and work so I’m going to have to change my withholding amount back to what it was. The 15-t publication we got in the mail does not address this problem, there are a lot of seniors still working out there.

In the state of AZ, the state is increasing their “behind the scenes” tax calculations to “take” this money through increased state taxes. Therefore, AZ residents will not benefit from this federal move at all.
My question: does this mean we will feel the pinch twice? One from state right now, and 2nd pinch come tax time yext year?

Who really caused this mess? Bill Clinton. In 1995, he expanded a little known act called CRA (Community Reinvestment Act) which made homeownership a social goal of Fannie Mae and Freddie Mac (a noble cause but taxpeyers should not subsidize homeownership). Up until then, these 2 entities had been conservative in which loans they would buy. But now they had to buy riskier loans. I know. I was a banker then and it fundamentally changed the way we lent money. So you then had renters buying homes they could not afford. It was a ticking time bomb that finally went off. And Mary Lou, Bush actually wanted to reign in Fannie and Freedie in 2005 and prevent this mess, but the Dems would not let him. So know your facts before you “blame Bush”. I did a payroll stuffer for our employees that went in the first paycheck that the stimulus affected them. It doesn’t have to be a political issue, simply state the facts, making it a financial issue. The insert explained the changes to their checks, who qualifies and who doesn’t and states that they MAY have to adjust their W-4 form withholdings based on their personal financial situation and to speak with their tax preparer for guidance. By law we may not tell them how to set up their W-4 form, but we did try to make them aware of the issue. Hopefully they will do what they need to do and will not have to return the money next year when they file their taxes, but they were notified.

I believe a lot of people are one track minded and very little will make provisions for taxes. Only to see a few more dollars in their paychecks but not thinking “what will happen down the road”. I’ve made provisions and changed my 401K contribution and my withholding amounts so that I don’t get hit hard.

Mary Lou – Exactly how did the last President make this happen? Is he responsible for the entire World Economy? Who was controlling Congress and the banking departments? It’s easier to make broad statements but the economy worlwide is the problem. The issue is how to assist the economy back to health. When people say “At least he’s trying something”, is just plain foolish. There are definite no-no’s you do not implement in an ailing economy. Smooth talking and bad policies to further a social agenda does not equal a better and healthier economy. Sometimes just doing something may be more a wolf in sheep’s clothing. Do not look at thing politically, look at the policy and the true reason the policy is being put in place. At some time we need a true leader, not someone that continues to blame the past administration constantly. That smoke and mirror game gets old. It’s funny how that works, put out bad policy, spend more money than any human in history, pass bills that will do absolutely do nothing for the economy, tax the producers for more social handouts and blame the prior administration (except the democratic congress). Why hasn’t our leader called Pelosi, Frank and Dodd on the carpet? I would have true respect if the current President was honest and called them out along with President Busch. It’s amazing how the economy is hurting and people are just fine with spending/borrowing to the point we cannot pay it back and thinking more government and taxation is just hunkey dorey. Bad policy is bad policy no matter who is writing it or who voted for it. Quit living in the past and take a look at the polices for what they really are and not the personality behind it. Just a footnote: It’s not a good idea for the US government to be nationalizing banks and companies. When the government tells you they are not nationalizing businesses or banks but owns the majority of interest in the companies and dictates the operations, you can do the math.

The IRS will help your employees calculate their 2009 W-4. They will need their 2008 return and their last check stub.

Do you have an example of a payroll stuffer you used to expain all this to your employees that you would be willing to share? It seems that communicating the facts is a good idea – people can then make up their own minds re what they want or need to do.

The blame Bush for everything crowd at it again. When something bad happens isn’t it human nature to excoriate someone else to cover up your own sins…..right out of the socialist handbook.
This issue is all about politics – so anyone trying to extricate the issue from the obvious is simply wasting our time. Most of the recent topics here are politically charged to the joy of the editor who has seen a remarkable increase in replies no doubt over last year….
So let the socialist (not liberals) throw in a few more diversionary tactics to get off topic which is how to tell your employees the new reality about taxes (income redistribution) coming their way.
Not like it is still a secret or anything. Put a powerpoint together and sit the employees down to a presentation showing the before and after the big rip in their pockets happens. Have your EAP counselors on hand.
George Bush never caved on the USA for being a strong country….much unlike this rabid apologist who magnifies all that is bad about America to garner support his pan-european uninspired vision for the world order. His fantasy foreign policy ideas…all politics of fear – he campaigned on eliminating it but it is all he does….
“just words” is all he’s got.

I think that Mary Lou Brewton-Belveal needs to re-visit her facts. This mess was started by the democrats beginning back with pres Carter and continued with Pres Clinton. Remember, we wanted all people to have the american dream of owning a home, even if it meant writing bad loans. This Housing or Mortgage issue was not started by the GOP, although they did not stop it either.

Thank you, Lennie Lee. I read what Mary Lou had written and realized I would have to respond to ‘educate’ her. But then I read what you wrote and realized you had done my work for me, so thank you.
I do have one thing to add. It is Pelosi, Reid, Dodd and Barney ‘Fife’ who are telling the President what to do and how to do it. Remember he was one of them and they were tight. Do not be fooled by his smooth talking. He is told what to do and say. I’m sorry but it is what it is. Why else would he be teleprompting us to death. His P,R,D & F talking points are on them.
Remember what is right will seem wrong and what is wrong will seem right. There is too much bad stuff going down for this to end well. The One World Alliance. It is coming to America.
I’m curious. Did Obama visit a single cathedral while he was in Europe that has the most beautiful cathedrals in the world? If he did, it didn’t make the news. But the tour of the mosque in Turkey did make the news. Interesting.

Wow. I go to this site for relevant information about HR. I can’t believe how it has turned into a political forum. Politics has its place, but I am not sure this is the right place. Maybe I am wrong, but I want to read about the tax credit and how to inform my employees, not whose fault it is that we now have/need the tax credit. No one will ever agree. Besides there is enough fault to go around to ALL parties. But then, that really should be different forum.

This is some good information, however I’m wonderning how many employees this will actually affect?
Not knowing a family’s total financial picture, but looking at what the average U.S. household earnings, average household earnings for our state (Georgia) and what our employee’s earnings are, I have to guess that most of our employees will not reach those threshholds for income. Yes, this may affect quite a few people, but at least from my perspective, it isn’t going to be a massive amount of employees who are affected. It might be a little different situation in higher-cost areas like California and the Northeast.

Keith, I agree it will probably not effect that many people, but, what about your employee that has a teenager that is working. It will effect that person. I am sure it will not effect many of my direct employees, but I know quite a few, me included that has a teenager that I claim when I file, and will need to talk to them about what they are having withheld.

Thanks for the additional info. I don’t have a teenager (yet, just a pre-schooler and toddler), but would be interested in a little more info on how this affects teenagers who are working. I’m guessing it is because their withholding is going down, but there’s no additional overall tax break for them, so when Apr 15 rolls around, they may not have withheld enough. That would be a good “heads-up” for others who have their withholding rates reduced, but don’t qualify for any overall reduction in taxes.

These folks are not wasting anytime with their agenda of destroying the country….here we worry about tax forms when by next tax day none of us will be employed anyway, much less be able to pay taxes.

The AFL-CIO and Change for Something unions are joining forces to advance total amnesty for aliens..which should displace the millions of Americans already out of work… oh wait they will pay taxes…..sure -after they get their refunds, welfare, free housing, free medical, schooling(college) and SS. What about displaced union members? Tough – thanks for voting for Obama.

Health and Human Services appointee Donna S. who didn’t pay her taxes either got caught hiding about 2/3rds of the money raised for her by Late Term Abortionist for hire Dr Gene Tiller (why?)….and “these” people will be dictating policy to HR folks….asking them to be honest citizens……while they themselves are cheats and charlatans….

Being a naturalized citizen originally from Canada there were plenty of hoops to jump through forty years ago – one of them being that we were not taking jobs away from Americans. What happened? What part of “illegal” doesn’t the gov’t understand? Get them out! One at a time if that’s what it takes. I earned my priviledge to be here and so should they! I refuse to vote for any more social programs until they do something about illegals.

It isn’t all rich people who are crying. Rich people can afford taxes easier than the middle class. It is a shame that people do not know their history. Wait until hyper-inflation hits. Perhaps you will get a real lesson in economy.
