If you have less than 50 employees, your company's experience rating does not matter. You are grouped with other small companies. No matter how much your utilization is reduced, you will be charged the standard rate for groups <50. We want to start a Wellness Program but measuring ROI is difficult. Sick leave can be measured. Are there any other metrics that can be used to convice upper management the Wellness Program is effective?

I do not think that company size could be a factor that should influence wellness programs. Employees from small companies can get ill too and can make company lose money; maybe it is more critical for a small company to have one employee in sick leave when there is no other person doing its job.
