The measure that’s part of the new stimulus package provides more money for the retraining and health care of workers displaced by foreign trade
The original law, enacted 40 years ago, was aimed mainly at aiding employees of manufacturers whose business got hurt by imports. That’s still in force, but the expanded program includes workers in service industries.
