Your Policy Changed. Did Employee Behavior?

High Completion Rates Feel Reassuring. They Are Not the Same as Compliance.

Updating a workplace policy is the easy part. Getting employees to understand what changed, managers to reinforce it consistently, and HR to recognize when behavior still has not shifted, that is where most organizations fall short.

For lean HR teams, the challenge is compounded by disconnected processes. Policies live in one place. Training records live in another. Employee reports and incident cases live somewhere else entirely. And when strong attestation numbers are masking recurring questions, escalations, or allegations, the gap between what HR believes is working and what is actually happening on the ground can be significant.

Completion rates create a sense of confidence that is sometimes earned and sometimes not. When employees attest to a policy they did not fully understand, when managers respond to the same situation inconsistently, and when incident data is sitting in a disconnected system rather than informing the next training cycle, the policy is not doing the work it was designed to do.
